How do I write on the downloaded forms? It highlights but won't let me write actual text on it.

do you have Adobe Acrobat or another PDF writer installed on your computer? Even then only certain sections can have data entered. to write on a noninput area you would need a more sophisticated program.

You have to print the form. Then write on the printed form and mail it to the IRS.
