The capital loss information on my turbo tax account was from my dad's estate, which I had initially put into turbotax since the estate lawyer provided it to me, but ended up not claiming since my income for 2022 was only ~$5,000. If I pull up a PDF of my 2022 taxes, there is no mention of the capital loss anywhere on the taxes I filed for 2022, but since it's on my account, turbo tax won't let me file this year's taxes for free using the free file edition claiming that I have special circumstances and wants to charge me over $100 to file. Did turbo tax mess up?

No, you had a negative income so the loss carried over to be used this year. You are not showing a carryover for 2023 so it must be used against your income on your 23 return. If it is negligible to your return, you can delete the carryover and lose it. Then you could use the free edition. If the tax loss is less than the price cost, the choice is yours.
