The Standard Deduction is not dependent on whether or not you are entering rental income and expenses on Schedule E.

If your personal itemized deductions on Schedule A are greater than the Standard Deduction for your filing status then the Itemized Deductions will be used, if not then the Standard Deduction will be used.
