I own properties in Seattle that produce rental income. I am a resident of D.C. Do I have to pay taxes on that rental income in D.C.

Yes, Because you are a resident of DC, you will need to include all income from all sources (including WA sourced rental income) on your DC resident state income tax return. Since WA has no state income taxes, no WA return is required.
