No.   An IRA owner must calculate the RMD separately for each IRA that he or she owns, but can withdraw the total amount from one or more of the IRAs.    If you are sure that you have satisfied all RMD requirements, then in TurboTax, on each form 1099-R for RMD withdrawals, answer that The entire distribution was an RMD then on the following page, to the question What is the RMD for your account? enter the amount of the distribution from that IRA account.   By doing this, you are telling TurboTax that all RMDs are satisfied and TurboTax will not calculate any penalty. The information you entered in TurboTax is to enable TurboTax to calculate any penalty where applicable, and is not reported to the IRS.

The IRS states that most federal tax refunds are issued within 21 days of acceptance, however, some may take longer if they require additional review. Also, by law, the IRS cannot issue EITC or ACTC refunds before mid-February. Sounds like something got stuck. You can try these things:   Log Out Completely: Before doing anything else, click Sign Out in the TurboTax menu. Clear Cache and Cookies: This removes old, "corrupted" data that might be confusing the website. Use an Incognito (Private) Window: This is the most effective "quick fix" because it launches the browser without any saved history or extensions (like AdBlockers) that often interfere with tax forms. Check Pop-up Blockers: TurboTax often opens forms (like the 1099 PDF) or payment windows in a separate pop-up. Look at the right side of your address bar for a small icon with a "red X"—click it and select "Always allow pop-ups from Intuit." Restart the Browser: Close all open windows of your browser entirely and then reopen it.   Most TurboTax errors happen because the browser is trying to use an old "session" from a previous visit. By clearing the cache or using Incognito mode, you force the browser to establish a brand-new, secure connection with the Intuit servers.

The IRS will take up to 20 weeks or longer to process an amended tax return. Before starting to amend the tax return, wait for the tax refund to be received or the taxes due to be paid and processed by the IRS. Official Notice: You will typically receive a letter in the mail explaining the specific debt and the amount withheld.   If you used "Pay with Refund":    If the IRS "Where’s My Refund" tool shows your funds were released but you haven't received them, please note that Intuit does not hold these funds. The difference you’re seeing between Line 38a and the missing Line 38c comes from an old “Learn More” article that hasn’t been updated for this year’s form layout.   Since you are using TurboTax Online, you don't have a "Forms Mode" to manually override. You have to trigger the program's logic through the interview screens:   Revisit the NC K-1 Section: * Go back to the State Taxes tab and "Edit" or "Revisit" your North Carolina return.  Navigate to the Business Income or K-1 Summary section. Edit the specific K-1 for the Taxed Partnership.  Find the question: “Is this a Taxed Partnership?” If “Yes” is already selected, try unchecking it, move to the next screen, then go back and check “Yes” again. This toggle can help reset the internal calculation. Manual Entry on "Deductions from Income":   If the toggle doesn't work, proceed through the NC interview until you reach a screen titled "Deductions from Federal Adjusted Gross Income" or "Other Deductions from Income."  There should be a list of various North Carolina deductions. Look for "Distributive share of income from a Taxed PTE" or a similar phrase. Manually enter the amount from your K-1 Supplemental Schedule Line 38a here. This will force the amount onto D-400 Schedule S and ultimately D-400 Line 9.

For everyone here, I file GA partnership taxes directly with the GA Tax Center.  As of this morning, 2/26/26 the GTC STILL is not allowing me to file thru their site.  The form is not available, no way to even start.  So most likely, its been a GA issue, not TT.   If they've just fixed it, delays will probably exist as the backlog of TT users trying to file will cause some slowdowns.   
If you can't sign in at all, you can go to the Intuit Account Recovery page. This requires you to upload a photo of a government-issued ID to verify your identity.

To check your tax refund status in TurboTax,  Sign in to your account and  Go to the "Tax Home" or "Order Details" screen  It will tell you if your return was accepted. If you want to know the status of your tax return,  you should use the IRS  Where’s My Refund website.  You'll need Your Social Security or individual taxpayer ID number (ITIN) Your filing status The exact refund amount on your return People claiming the  Child Tax Credit (CTC) or  Earned Income Tax Credit (EITC) are still waiting. Most taxpayers can expect their refunds by early March 2026, assuming there are no other issues.

As a result the % calculated based on taxes paid and purchase prices over $5,000 will be less than 6.5%. Is this the reason TurboTax does not allow the deduction. Usually taxes on excess accumulations result from either contributing more than the annual limit into a retirement account, or failing to take a required RMD (required minimum distribution). These penalties are calculated on IRS Form 5329.    Excess IRA contributions are subject to a 6% excise tax per year for as long as the excess remains in the account. To avoid the excise tax, you should withdraw the excess contribution from your IRA and any income earned on the excess contribution by the due date of your individual income tax return (including extensions).   Missed RMDs are generally subject to a 25% penalty (reduced to 10% if corrected timely), and you can request a waiver by correcting the shortfall and filing Form 5329 with a reasonable cause explanation.    For more details, see IRS guidance on excess contributions and RMD penalties.   [Edited 2/26/26 | 5:38 am PST]

"Neither of these 1099-R interview sections asked the questions regarding distribution"   This seems implausible.  For a Form 1099-R with code 7 in box 7 and the IRA/SEP/SIMPLE box marked, TurboTax will ask if you moved any of the money to another retirement account.  For the Form 1099-R from Ins A, after entering the amount of RMD required and subsequently entering the amount of this distribution that was RMD, TurboTax will ask if you moved any of the money to another retirement account.  Indicating that you did causes TurboTax to allow you to indicate that some of the distribution was rolled over.   For the the distribution from Ins B where you indicated that the required RMD was zero, TurboTax will move straight to asking if you move any of the money to another retirement account.  (In this case your answer would have to be that you converted some or all of it to Roth or that you did not roll over or convert any of this money.  An ordinary rollover of this distribution to another traditional IRA would be a violation of the one-rollover-per-12-month-period limitation.)
