I've run into the same issue.  No WA income.  Not qualified for WFC.  TT keeps telling me I have an error on my WA return, but also tells me I don't need to file a WA return if I don't qualify for WFC.   I am not checking the Efile option and won't email in my empty WA forms either.   Wish TT would fix this.

If you made a mistake entering the name of your business on your Schedule C, you can edit it by following the steps below for TurboTax Online:   Open TurboTax and select Federal  Select Income and Expenses at the top of the screen Select Review beside Self-employment Income and Expenses Select Edit beside the Schedule C Select Edit beside General Info Click Edit underneath Business Name to edit.

Which two states are you trying to file as full time resident rather that part year? Maybe there is another issue. They could have an agreement between them - many states do. @ckuntzman200

That is self-employment income and it gets reported on Schedule C.   He can use his name and home address for the business.      Where do I enter Schedule C?   After setting up a business profile, you will be prompted to enter self-employment income (the 1099-nec) and then he can deduct expenses related to the income.      What self-employed expenses can I deduct?     I need to enter a 1099 - Am I Self-Employed? 
Go back to the HSA interview and continue until you get to the page asking about your HDHP coverage.  You can change your selection to None there.   @jeffursch

Even if you paid your tax bill in full by the April deadline or are getting a refund, you may still get an underpayment penalty. To possibly reduce or eliminate your underpayment penalty: Open or continue your return. Navigate to the underpayment penalty section: TurboTax Online/Mobile: Go to annualizing your tax. TurboTax Desktop: Select Search Topics. Search for and select annualizing your tax. We'll take you through the steps to possibly reduce what you owe.

For my amended return, the Form 2210 is asking me to put in a date for when this amended return will be filed. I put in tomorrow's date, because I want to look it all over again before filing.   When I run the "check" again, it takes me back to the same spot. Not sure what it want me to put in that box. Does it have to be TODAY'S date instead of tomorrow's (when I am actually going to file the amended return)?
There is only one  20Z1 ( Box 1? ) and there is no 20Z2. When  populating the  second K1 for the Box 2 do you reuse the 20Z1?

On the screen that follows with be your original erroneous entry, change to zero

Thank you, @MarilynG1.  I was not sure if there is additional information sent besides what shows on the PDF file for "All official forms required for filing" OR "Tax Returns Only" under "Forms to review or keep for your records". BTW, what is the difference between these 2 options for form generation? I saved a PDF of both and they are identical.
If you indicated you wanted to file by mail, when you Sign In, scroll down to 'Add a State'.  This gets you back into your return.   Then click into Federal in the left-side menu, then at Tax Too... See more...
If you indicated you wanted to file by mail, when you Sign In, scroll down to 'Add a State'.  This gets you back into your return.   Then click into Federal in the left-side menu, then at Tax Tools below that, click on Print Center.   Choose 'Federal Return', and 'Just my tax return', then below at 'View or Print Forms'.   A separate window opens, and you should see the Filing Instructions pages.  You can print from this window, but you may want to save this PDF to your computer, so you have a complete copy of your return if you don't have one already.   You can select which pages to print by clicking the print icon at the upper right.      @sc9173
