I am having the same problem. The program will not allow me to transmit my tax files without resolving this "error" on the NYS 1099-R line 14a. There is no error on that line. The amount posted is the amount withheld from required RMDs for state taxes in 2025. Is anyone at TurboTax listening to this? The amount listed does NOT exceed the gross distribution listed in line 1. Any solutions to this glitch yet?

The $40,000 limit applies to your federal tax return but some states have a $10,000 limit. So the $10,000 limit may just be applying to your state tax return.

Other than right clicking on a cell and selecting Data Source (if it's available), or clicking on the QuickZoom links that appear on various forms, there is no other way of determining the source of values appearing on the forms. If you have more specifics about what value it is you are trying to find out about, you can give us as much detail as possible which can better help us to assist you in getting the information you want.
Another option would be to provide a diagnostic copy of your return, which has all your return data with all personal information removed. If you'd like to do that, here's how to send us the diagnostic of your return:
TurboTax Online:
Sign into your online account.
Locate the Tax Tools on the left-hand side of the screen.
A drop-down will appear. Select Tools
On the pop-up screen, click on “Share my file with agent.”
This will generate a message that a diagnostic file gets sanitized and transmitted to us.
Please provide the Token Number that was generated in the response.
TurboTax Desktop/Download Versions:
Open your return.
Click the Online tab in the black bar across the top of TurboTax and select “Send Tax File to Agent” *
This will generate a message that a diagnostic copy will be created. Click on OK and the tax file will be sanitized and transmitted to us.
Please provide the Token Number (including the dash) that was generated in the response.
*(If using a MAC, go to the menu at the top of the screen, select Help, then, “Send Tax File to Agent”)

To enter a Form 1099-R in TurboTax Online go to Wages and Income>IRA, 401(k), Pension Plan Withdrawals (1099-R) and enter the information from your 1099-R from the New York State teacher's pension.
There is no specific place in the 1099-R entry in the Federal area in TurboTax to indicate that the pension distribution is tax exempt on the New York State tax return. However, after entering your 1099-R in the Federal section of TurboTax and answering the related questions, the New York tax return should automatically exclude the pension income by including it in NY Subtractions.
You can check to make sure that NY is excluding your teacher's pension from income by going to the NY tax return in TurboTax Online under State in the left menu.
In the NY return organizer under Changes to Federal Income, there is a category called Wage and retirement adjustments with a line item for Received Retirement Income.
When you Start or Update that category and advance through several screens you will get to a Pension Deduction Summary that will show Federal taxable pensions, NY deductions, and NY taxable pension distributions.

According to Publication 519, "You will not be an exempt individual as a student in 2025 if you have been exempt as a teacher, trainee, or student for any part of more than 5 calendar years unless you meet both of the following requirements. This includes any individual with “F,” “J,” “M,” or “Q” visa.
You establish that you do not intend to reside permanently in the United States.
You have substantially complied with the requirements of your visa.
If you don't meet the requirements, then you used up your exemption because from 1993-1995, you used up three years and in 2019-2020 you used up two years. It doesn't matter if you were exempt for a part of a year because the entire year counts in this case. This means that for 2023-2024, you will file as a resident.
If you wish to claim an exemption as outlined above, you must file form 8843 to file as a non-resident. The title of the form—"Statement for Exempt Individuals and Individuals With a Medical Condition"—is inclusive. It covers several different groups who are "exempt" from counting days toward the residency test for different reasons.
If you file as a non-resident, TurboTax does not help prepare non-resident returns. Our affiliate at Sprint Tax handles these returns. They will assist you with your return and the proper handling of Form 8843.

Well, I have waited a month since my last post on this topic, but as of the latest TT Premiere 2025 update, there is still no fix for the missing option to correctly enter the 2025 NY State 1099-G amount for the "inflation rebate". This is not a rare or unique tax situation that should be beyond the capability of TT, rather it will affect a few million people, so it needs to be addressed. Is there a fix coming from Intuit? Perhaps this is beyond the user community forum to answer ... what is the best way to contact Intuit support directly to get a response as they seem to be hiding? Thanks.

I have been sitting here for an hour trying to file an electronic extension. BUT WHAT DO YOU EXPECT FROM THEM??? I am so disgusted with them, trying to force me into online filing so they can charge me a lot more after a year or two It is not that I am not familiar with paying intuit a lot of money for software. For 20 years i bought the commercial tax software Lacerte from them for more than $5,000 every year when I did tax returns for others. But of course they bought that software, and when they took it over prices went way up The turbo tax web site is un -intuitive and hard to navigate. And they are simply not spending any time and money on updating, and never will while they try to sell their online stuff. I WOULD quit Turbotax in a second if there was an alternative. Other countries have government sites to file your tax return for free Jorgen

Add up any payments you made to your state or locality, along with any state or locality withholdings from the previous tax year, including:
- Amounts withheld on your W-2, W-2G, and 1099 - Estimated tax payments for 2024 (including any paid in 2025 for 2024 - it's common for the fourth quarterly payment to be made in January) - Overpayment from 2023 applied toward your 2024 return - Payments made with an extension of time to file - Refundable credits
You can find most of this info on your 2024 state tax return. Do not include balance due payments made with (or after) filing a return.
Enter the total amount of all of these combined here.
Using this information, check your 2024 state return and your payment records, and make any needed changes to the information entered in this section.
Are you using a Mac device? Another Mac user reported an issue with the question mark link not working in a particular screen, and I was able to confirm it on my Mac.

Yes, the way you describe is how it should work.
One problem, I've seen, and it carries over from last year, is that TT has allocated $10,0000 of expenses to the tuition credit, instead of the more appropriate $4000 (or $0 if you are not claiming the credit). In the past, TT provided a screen titled “education expenses used for a tax credit”. It was usually prepopulated (often with $10K). You could change it for the amount you want to allocate to the ed credit. So far, this year, I haven't found that screen, even after recent updates.
If you don't get that screen, you can check the student information worksheet. You can manually change it there (line 18). Make the change in the first column, on the left. It was line 17 prior to 2025.
