You are correct.  If your Roth distribution is less than your total contributions to the account, then there would be no taxes or penalty.     The piece that is missing in order to determine whether the distribution should be taxable is the basis in the Roth IRA.  If you do not see a question about the basis in the Roth IRA as you enter the Form 1099-R for the distribution, then use the instructions below to be sure to enter that information into your tax return.   Go to Deductions and Credits > Retirement and Investments > Traditional and Roth IRA Contributions.   This will bring you to a screen with checkboxes to indicate what types of accounts you had in 2025.  Be sure that Roth IRA is checked.  Click Continue.  If Traditional IRA is checked or if you have a spouse that had either type of account, the next questions will not pertain to your Roth IRA.  Continue through this section until you are asked whether you made any contributions to your Roth IRA for 2025.  This is the beginning of the section where you will enter details about your Roth IRA, including the basis. Continue answering the questions according to your situation.  On the screen where you see Let Us Track Your Roth IRA Basis, click Yes.  Then, on the screen titled Enter Prior Year Roth IRA Contributions, this is asking for your total contributions for years prior to 2025 (basis).  If your basis exceeds your distribution, then the distribution will not be taxable.  If the distribution exceeds your basis, then the excess will be taxable.

The Form 1040X is scheduled to be available on February 26.   The date is subject to change, so check on 2-26  to see if it is ready.   Before that, do not change anything at all on your return.

The forms would be included in the PDF of the tax return in the tax year the return was completed. I am worried about what software you are really using, because your question is posting from online TurboTax. We see people get confused and they keep logging in to online software which will require them to pay at the end.   You need to use the desktop software.   One way to tell if you are using the right software---your tool bar.   Online software has the toolbar in a black vertical column on the left side of the screen.   Desktop software has the tools up on the top of your TT screen.     If you are correctly using the desktop download then you should be able to open the program from your own hard drive, go to the tools at the top of your computer screen, and click File, then click New Tax Return in order to start a new return for a family member using desktop software.   Post back for further help if you have become confused and have been using online by mistake.

I filed my 2025 taxes, but added something incorrectly for our ACA healthcare.gov plan and was sent a letter from the IRS. I selected the Amend your Tax Return tab and it says, "This section will be ready soon". I've been waiting over a month. I saw somewhere that it said February 19th, but that didn't happen. Anyone have a date that it would be ready to use?

For both Tax Year 2024 and Tax Year 2025, the limit for the exclusion is 20,000. Did you excluded this limit both years?

I've noticed in past years, and again this year, that there is a delay between when Schwab posts the tax forms and when they are actually available for import into Turbo tax.  Today Schwab posted my missing 2 1099s, which is great, unfortunately they will not import into TurboTax because, apparently, the digital version of these 1099s is not yet available to download into TT.   This happened last year also.  I can't recall what the lag time was for the importable data to go live but eventually it showed up.
