You want to enter it as a whole number- so 10% would be entered as "10".

Medicaid you receive from the state is not entered on a tax return.
If you did not use the state Marketplace Exchange or healthcare.gov for your health insurance then you would not been issued a Form 1095-A. When asked if you received a Form 1095-A you must answer NO.

@ckwebster Thanks for the clarification -- so hopefully we black sheep desktop users will see the fix Monday as @AnnetteB6 indicated. Obviously, this confirms that the problem was with Turbo Tax all along, despite what customer support claimed.

When using the sales tax estimator, it asks Sales tax rate. If is 10%, should I enter 10 or 0.1? I can see it change the refund estimate. Thank you

After importing 3 brokerage tax documents, I want to manually enter the last one and type it myself. However, when I click the "I'll type it myself" box, it takes me back to the import summary screen with no option to type one myself. It seems like this path is broken. How do I manually enter a brokerage tax statement in this case.

All- I use an Avast secure browser and was advised by TT rep to try using Chrome. Instead of Chrome, today I opened TT Online using Microsoft's Bing browser. I opened TT Online, navigated to "Federal Deductions", then to the Energy Credits section. I re-entered all our responses, including "NO" on Line 25a, then ran the "Federal Review" and final review, and the software found no errors. To double check, I printed the return to pdf, navigated to Form 5695, Line 25a, and found the "NO" box checked, so I filed my return and it was accepted. I don't know if TT finally fixed the software, or if changing browsers made the difference, but either way it was accepted- FINALLY. No TT for me from here on out.
