E-filing is closed for 2023 returns.  If you prepared -- or started to prepare -- your 2023 state return using TurboTax you can use the desktop download software to complete the preparation and then print it to file it by mail..    You will be able to access the 2023 return you started by using the exact same account and user ID that you used when you started it.   But you can no longer use online software for any further changes.       Start a 2024  return online and enter some personal information  so that the menu on the left opens up and lets you access your past year returns.   Online tax preparation and e-filing for 2023 returns is now permanently closed.    Now it is too late to use online software or to e-file. If you have any changes/corrections at all to make to your 2023 return, you now have to complete it using desktop software, which you must download to a full PC or Mac  (not to a mobile device).Then you need to print, sign and mail it.   https://ttlc.intuit.com/turbotax-support/en-us/help-article/printers-printing/finish-prior-year-return-started-turbotax-online/L9Oe4M90A_US_en_US?uid=m68tffpe   If you already paid for your online software you can ask customer support for a download of the desktop software.   They are available from 5 a.m. to 9p.m. Pacific time daily   https://ttlc.intuit.com/questions/1899263-what-is-the-turbotax-phone-number     If you are getting a refund, there is no penalty for filing late.  If you owe tax due, then file and pay the amount due as shown on the Form 1040, but expect a bill later from the IRS for the penalty and interest you will owe.  Only the IRS will calculate this—TurboTax will not calculate it.     When you mail a tax return, you need to attach any documents showing tax withheld, such as your W-2’s or any 1099’s.  Use a mailing service that will track it, such as UPS or certified mail so you will know the IRS/state received the return.     Or.....use your state's tax site to prepare the state return. https://ttlc.intuit.com/turbotax-support/en-us/help-article/state-taxes/contact-state-department-revenue/L9qVToi02_US_en_US?uid=m6e06um0

there is no line 22 on a 1065 K-1.  your situation is uncleared because the IRS has no clarified reporting for tiered partnerships   in other words, the profits, losses other income and deductions for each MLP reported on your k-1 may need to be separately reported in Turbotax. There should have been a letter of explanation describing the situation in your k-1 package. the QBI info entries would follow the MLP entries. if you use 1 k-1 you'll need to total them

if you specified 4/15 and had available funds, there should be no penalty if the IRS draws the funds 5 days later. the best place to look is the statement for the account you specified. 
no. e-filing for 2023 is closed. the state return will have to be mailed. it's advisable to use a tracking service.

The option to have the TurboTax account fees paid from the federal tax refund is $40 for the third party processor.

In 2023, I Used the CA PTE and paid the 9.3% to CA.     My final CA tax bill was less than the amount paid, so I have "credit carryover" on Form 2023 3804-CR, line II-5.    Now I  want to apply that credit for tax year 2024.       TurboTax does not "remember" that I have this credit, and offer an easy way to enter the credit.       How do enter/apply this credit from PTE in prior tax year?

If your business is no longer trying to earn income, it is closed so no more expenses can be taken after that date (unless the expenses are a direct result for when the business was open).  Just because your registration has not expired does not mean your business is still 'open' and trying to earn income.
