We don't know if it is US income or income re-sourced under a treaty to be US income or if there is something else going on.
You should report the income as reported but you can't file a foreign tax credit for US tax. If you are showing US tax paid, that may need to be entered under other tax paid rather than foreign tax paid.
If the US tax is reported on the 1099 and entered, great. If not, you will need to enter it as other tax paid not on a w2 or 1099.

You can report the income as miscellaneous income as long as it is NOT for self-employment. If it is self-employment, it goes on Schedule C which is business income and is taxed differently. If you did work to earn money, it is self-employment. For the schedule C, you can use your name and home address for the 'business'. When you earn income but are not an employee, you are considered to own your own business.
However, if it was not self-employment income, it does not belong on Schedule C and should be reported as miscellaneous income - taxed as ordinary income. Examples are lawsuit settlements, prizes, awards, research studies, rebates, or other miscellaneous income you received without any intent to earn income. I need to enter a 1099 - Am I Self-Employed?

I've done my returns with TT on my mac for many years. This year I have an new Apple Studio computer running 15.3.1. After some struggle I was able to open my 2022 return. So that's working now. Trying with my 2023 return, all it will let me do is transfer my info to a new return, over and over. There is no option to skip this step. It opens a new return with some 2023 info but I haven't found a way to just look at last year's return... which is all I want! Any thoughts appreciated. Thanks!

You have to check the box there (for a second time) that you are Active Duty. I know you were also asked to indicate Active Duty in the My Info section. But it also asks again after the W-2. I know that seems redundant to have to indicate it twice..

And yes, the note I saw about checking IRS is on the marketplace in the section that allows to file extension of tax credit.

Compare this year's return to last year to look for clues. Your refund is based on the taxes you paid in during the year (based on your income) along with any credits available to you.
Another post of mine may help you with determining what is best for you with your employer.
You may have some state credits or deductions that you no longer qualify for or may you changed jobs or even typed in the wrong amount for tax withheld. There are many factors.
You can review the IRS website on deductions and credits. If any apply, go back through the Deductions and Credits section of TurboTax.

If you are using TurboTax Online, use the Delete A Form instructions below to see a list of all the forms in your return. You can also print or preview a PDF copy of your return to see all of the forms as full pages.

See this FAQ https://ttlc.intuit.com/community/forms/help/form-1040-line-11-amount-is-less-than-standard-irs-tax-table/00/25752 In the online version you need to save your return as a pdf file and include all worksheets to see it. For the Desktop version you can switch to Forms Mode and open the worksheet to see it. Click Forms in the upper right (upper left for Mac) and look through the list and open the Qualified Dividends and Capital Gain Tax Worksheet.
