This processing fee of $40 is charged to all turbo tax users?

and if I decided to file my state return how? especially when turbo tax is saying deleting state taxes

The Extra $40 Refund Processing Service charge (45 in California) is only if you want the Turbo Tax fees deducted from your federal refund.  You can avoid it by paying the fees upfront with a credit card.

No the $40 refund processing fee is NOT charged to all users.  You pay that $40 fee ($45 in CA) only if you choose to pay your TurboTax fees by having them deducted from your federal refund.  If you pay for using TurboTax upfront BEFORE you file, using a credit or debit card, you will not pay that extra fee.  There are other reasons to avoid refund processing besides the extra fee-----the third party bank that handles the refund processing is difficult for many users to deal with.  They make mistakes and delay refunds sometimes for months.   Users who have had to contact them tell us that they are rude, uncooperative, etc. etc.  If you can possibly afford to pay your TurboTax fees upfront with your own credit or debit card, do so.
