sivakrishna446, are you talking about credit for school fees that you have paid? If so for graduate studies the only two of the three credits/ deduction applicable are the "Liftime Learning Credit" and "Tuition and Fees Deduction". Unfortunately, each of these are restricted ONLY to US citizens , Residents ( Greencard) and Residents-for Tax-purposes. From your post I would have to assume that you are on an F-1 visa and therefore would not qualify for any of these credits/ deductions. Also the health insurance is probably a requirement by the educational institution that you are attending.
If my assumptions are wrong, pleas etell us more about your situation ( immigration status, how long you have been here, etc. )
