Yes you can file a tax return, with no W-2 or 1099 or even no income.

 

Form Letter 6419 ("child tax letter") documents your advance Child Tax Credit payments, if any.  You will be able to claim the rest of the Child Tax Credit by filing a tax return.  

 

The 1098-T is only an informational document. The numbers on it are not required to be entered onto your tax return. However receipt of a 1098-T frequently means you are either eligible for a tuition credit  or possibly you have taxable scholarship income.  There are limits on students, under 24 getting the refundable portion of the AOTC tuition credit.

Yes, you can file with no income. If you do, the IRS may wonder whether you are a dependent of someone else. Dependents are not allowed to claim education credits (Form 1098-T).

 

The IRS has an app to help you decide whether you are a dependent: Whom May I Claim as a Dependent?

 

If you did not receive the third stimulus (plus-up) payment and are qualified, the IRS encourages you to file a tax return to get the payment. It will be included as part of your refund as a Recovery Rebate Credit on line 30 of Form 1040.

I see you're using TT Deluxe online.  Just start the interview. Skip the parts that don't apply to you, e,g, W-2 Wages.  Be sure to do the Child Tax Credit part. 

In TurboTax (TT), enter at:

Federal Taxes Tab 

Deductions & Credits

-Scroll down to:

-You and your family

    --Child and Other Dependent credit

 

Questions about the stimulus money will come up in the Federal review.

 

What's on your 1098-T in boxes 1 and 5?  How old are you? Are you a full time student? I assume no one else claims you as a dependent.
