Illinois allows a credit for K-12 education only. See the screenshot below.

You may be able to claim pre-school expenses on your federal income tax return as a Dependent Care Expense. See Does preschool tuition count for the Child and Dependent Care credit? and Does preschool or nursery school count as an educational expense?
