Room and board are not qualified education expenses so are not entered on a tax return.
Room and board are not qualified expenses for a tuition credit or tax free scholarship. R&B is qualified for a 529 Plan or ESA distribution. As such, TurboTax will not allow you to enter R&B until you have first entered a 1099-Q (the IRS reporting form for a 529/ESA distribution).
Later, in the educational expenses and scholarships section, answer yes when asked if you have book expenses. That will get you to the screen to enter Room & Board
I entered "yes" for the Books Expenses question but still can't find where to enter room and board expenses
Room and Board is only offered as an education expenses if you also had entered a 1099-Q.
1099-Q reports distributions which can be offset (made non-taxable) with Room and Board expense.
If you don't enter Form 1099-Q, Room and Board expenses are irrelevant.
Room and Board does not offset scholarships
Room and Board can not be used for an education credit.
1040:
Line 29 AOC Credit $654
Line 18 (Add Lines 16 & 17) $20K
Line 20 $982
Then you have only entered $1635 of adjusted qualified expenses.
