With regards to the distribution transfer question from qualified education savings programs withdrawals, when it asks "if the funds are being rolled over to another tuition program within 60 days", is that referring to payments made from the account directly to the college institutions for tuition purposes or only specifically to transfers to other qualified savings programs? I'm uncertain about whether to answer yes or no here; all of our distributions have been sent directly to universities for tuition costs.

No, this is not a roll-over to the school, this is a distribution. A rollover is when the funds are moved to a different 529 account.
