Yes, if the reason the school did not issue a 1098-T is because they billed the tuition in 2015, but it was for tuition for classes that started the first 3 months of 2016, and you paid in 2016, you can report those education expenses.
According to the IRS:
“Generally, the credit is allowed for adjusted qualified education expenses paid in 2016 for an academic period beginning in 2016”
