I am doing a check. I was doing my 2019 taxes and I got the to the 1099-t education form. Basically not much has changed from last year to this year on the form except ~+$100. When I am doing with my 2019 taxes this year I qualify for "Tuition and Fees deduction" this year but in 2018 I did not. What has changed?

Congress had not renewed the Tuition & Fees deduction during the 2018 tax return season. They have since renewed it up through 2020.
However, the IRS has not updated their 2018 forms to allow you to amend your prior year return should you want to go back and include the Tuition & Fees deduction for 2018.

Once the IRS updates their forms, TurboTax will be able to update the forms in the software and you can amend your 2018 return to include the Tuition & Fees deduction on an amended return.
