Tuition and Fees Deduction eligibility is not being determined properly by the software.

According to all the eligibility requirements, our student qualifies for the tuition and fees deduction.  The turbotax software is saying that we do not qualify and won't apply the deduction.  The student is more than half time, has expenses exceeding employer assistance, and goes to a qualified institution.  Is anyone else having this trouble?

The deduction for tuition and fees is no longer available for 2018. It's possible that congress will retroactively reinstate it but I wouldn't count on it. Do you qualify for either the American Opportunity Credit or the Lifetime Learning Credit where tuition and fees can be claimed for a credit?
