Enter at Educational expenses and scholarships (1098-T). After saying no to having a 1098-T, say yes to qualifying for an exception.
Be sure your school is on on the DOE approved list.
See if your school is on the U.S. Department of Education’s Database of Accredited Post Secondary Institutions and Programs (DAPIP) or the Federal Student Loan Program list. (from IRS web site)
You can only claim education credits if you pay education expenses to an eligible educational institution. See this IRS document.
You can claim education expenses if your overseas university is an eligible educational institution.
You can use this IRS link to check if your University is an eligible educational institution.
My school is listed on the Federal Student Program list. I followed the steps you outlined above. However, it will not let me submit my return - it returns me to my education info and prompts me to enter an EIN, which my school does not have.
At the screen titled "You'll have to enter the federal ID number for (school name)", click the button titled "I can't find the ID no."
I tried it (desktop Deluxe). It let me proceed and ended by denying me the AOTC but gave me the LLC.
