Is my 20 year old student son who CAN be claimed as a dependent, eligible for the stimulus check if I DO NOT claim him?

Stimulus

No. Someone who can be claimed as a dependent is not eligible for a stimulus payment. It doesn't matter whether he actually is claimed or not.
