So my student loans are in default, this will be the second year that they offset my refund. I was under the impression that during the lockdown they will not offset your tax return for student loans.

for tax refunds settled on or after March 13, they are no garnishments for federally funded student loans. I suspect (not sure) that will last through Sept 30, 2020.
