Daughter started college in fall of 2018, fully paid for by scholarships and grant from the college, would a 1098T be received for tax purposes?

Yes, you should still receive a 1098-T from the college.  The information on the 1098-T will show the cost of tuition and the amount of scholarship received.

Most schools will still issue a 1098-T, in that situation, but some won't. Also be advised that the schools don't always mail them out. The student has to retrieve it from the school's web site.
