While doing my 2019 taxes Turbo Tax is telling me that the IRS is still working on Form 8863. It is already 2/22/20 when will this form be ready?

I deleted Form 8863. In order to do that I had to delete all of the related forms (1098-T and Info Wks).
I re-entered the information.
It did not help. It still says that form 8863 is not available even though TurboTax notified me that it was ready on Feb. 15.

Try updating your program if you are using the software version of turbo Tax.
I am having the very same issue and its April.
The form 8863 is available. If you are using TurboTax online and do not have access to the form try using a different internet browser. If that does not help then clear your Cache and Cookies.
These directions are for a PC using Google as an internet browser
Follow these steps to clear cookies in Google Chrome:
If you are using the desktop version of TurboTax you can switch to the forms mode, in the upper right hand corner, and then on the left side of the screen, click on Open Form. In the box that appears type 8863 and the form will down load into your return.
You can then add the information needed.
