I entered the 1098T info but it's not generating the 8863 form as it did in 2017 tax year.  How do i enter the info in Tubro tax to claim this credit if I take a standard deduction?

No, this is not true.

The standard deduction and the educational credit are independent. If you qualify for the educational credit, you can take the credit whether you itemize or take the standard deduction.
