In Deductions & Credits, when overriding 1098-T Box 1 by manually "Enter the tuition paid", do I include what IRS Pub 970 calls "Qualified Education Expenses"?

TurboTax is not clear in multiple places on when it is asking for just Tuition, Tuition & Fees, or all IRS Pub 970 "Qualified Education Expenses".  For example, in this question, which is it?

In Deductions & Credits, when overriding 1098-T Box 1 by manually "Enter the tuition paid", do I include what IRS Pub 970 calls "Qualified Education Expenses"?

Box 1 on a 1098-T can only report the tuition and fees that were paid directly to the school in 2018. Please refer to the student's school statement for this amount. (Qualifying Education Expenses) 

Continuing through the interview, there is also a screen for additional fee (books and supplies) either required to be purchased from the school, or not required to be purchased from the school (this has to do with which credits the expenses can be applied to ) (these are also Qualifying Education Expenses) and a place asking for Room & Board (expenses that can be applied to a distribution and/or scholarship, but not towards a credit), (these are OTHER Qualifying Education Expenses).
