In a divorce situation, can the parent who pays tuition expenses claim education credits if the child lives with them but is not claimed as a dependent?

These divorced  parents alternate claiming their college age child as a dependent each year, however the child does live with her mother always and the mother is paying for college.

No.  The educational credits go with the child's exemption (dependent) and cannot be claimed if the child is not claimed as a dependent.
