How should I fill out an "Education Expenses Summary" for a child in private high school (paid with 529 distribution)? It's asking about current/prior college history.

All of the questions in the Education Information section are related to college and he has never attended college. I do not recall having to fill in information for a 1098-T or these other questions on last year's return.

You should not be in the Educational Expenses and scholarships (1098-T) section of TurboTax (TT).

After entering the 1099-Q (in the seperate1099-Q section), you'll encounter a screen asking what level of school the student attended.  When you answer either high school or elementary, TT will give you a simple screen to enter you expenses (parents of collage student have to deal with the 1098-T section later).  Press Done at the 1099-Q summary screen, to get there.
