Education expenses both deduction and credit

If I paid, for example, $15,000 in qualified educational expenses this year. Can I use some as "tuition and fees" deduction (line 34) and some towards the lifetime learning "education credits" line 50?

Is there a limitation on expense deduction for conservation expenses related to the Eqip program? Pub 225 on page 30 says yes there is limitation of 25%? It is unclear?
