If you have a W-2 and boxes 2 and/or 17 show tax withheld you can file to seek a refund. Make sure you say in MY INFO that someone else can claim you as a dependent.
If you had even $400 of self-employment income you are required to file and pay self-employment tax for Social Security and Medicare even though you will not owe any ordinary income tax.

A. It depends on the sources of your income. If it is all wages, reported on form W-2, then you are not required to file.
