Do I fill out a 1098-E even if I am on an income based plan and have not made any payments on my student loans yet?

If you have not paid any student loan payments then you could not have paid any student loan interest.  You cannot deduct interest paid on a tax return when it was not paid.  So disregard any reference to Form 1098-E.
