Can I get the federal lifelong learning credit AND report Wisconsin tuition expenses?
I thought I could but the following warning makes me hesitant: What does this mean exactly?
"If a tuition and fees deduction is allowed on the federal return and you claim the deduction, you must complete Wisconsin Schedule I to remove the deduction from your federal adjusted gross income."

No, you are not allowed to claim a deduction for tuition and fees that you also took a deduction for on the federal return. Please view pages 20-21 in the link below.

So why does Turbo Tax want me to fill it out in both places? How do I know the better place to claim it? (The lifelong learning credit vs WI tuition and fees)

The amount claimed on the federal return is reported again on schedule 1 as an addition to your federal adjusted gross income.

So to be clear- I should leave it as I have claimed on the federal and NOT do anything on the state?
Do I need to complete a Schedule 1 separately or does turbo tax do that for me?

Yes, you can leave it alone and not include it. If you do include it, then TurboTax will automatically carry the amount over to schedule 1.
