No, sorry, test prep, ACT test, college application fees, etc. are not deductible education expenses.

I paid cash for books, supplies and equipment, plus room and board, but TurboTax states, "I can deduct...IF if paid using QUALFIED EDUCATION SAVINGS"! Why not cash?
