Can I claim on my taxes that I paid tuition even though I haven't made a payment to the lender (Department of Education)?

If you received a loan from the DoE that you are required to repay (no matter how long in the future) and used that money to pay your tuition, then it is treated as if you paid the tuition from your own funds.
