Am I considered a full-time student if i went to school as full time then went back to school as part time?

The first semester was full-time with 13 credits second semester of 2016 was 7 credits of 2016

You don't have to be a full-time student just a half-time student to get the Education Credits. If you're not sure about your enrollment status, Box 8 of your Form 1098-T will tell you whether you were at least half-time for your course of study. 

You can state you were at least a half-time student based on your half-time student status per one of your 1098-T forms. See the screenshot below.

The IRS states a full time student is "as defined by the college" and "at least half time student" is one that is enrolled in at least half the workload based on the institution's definition of what constitutes a full time student.
