I owe a school, it isn't a student loan. Last year they took my state refund and I was wondering if they could also take my federal because they didn't last year?

Probably not.  The offset program can be used to collect any federal debt (including taxes, student loans and other federal debts), child support, and state income tax debts.  It can't be used to collect most other state debts.

A federal refund can be seized to pay "other state debts," so one possibility is if you owe tuition to a state college. But Opus is correct otherwise.
