1098t does Box 1 include scholarships and grants paid to the college or is it just loans and amount paid by student.

I thought box 1 was to include all payments received for tuition by the college including grants and scholarships

Box 1 includes scholarships, grants, loans and cash payments made to your school by you or for you.  If you had a refund then that would be deducted from the amount in box 1. Instructions and form link below for 2019, but it was the same for 2018.

"Box 1. Shows the total payments received by an eligible educational institution in 2019 from any source for qualified tuition and related expenses less any reimbursements or refunds made during 2019 that relate to those payments received during 2019."https://www.irs.gov/pub/irs-pdf/f1098t.pdf
