I thought box 1 was to include all payments received for tuition by the college including grants and scholarships

Box 1 includes scholarships, grants, loans and cash payments made to your school by you or for you. If you had a refund then that would be deducted from the amount in box 1. Instructions and form link below for 2019, but it was the same for 2018.

A. Yes. Box 1 should include all tuition and fees payments, regardless of source, scholarships, loans, direct payments and even employer tuition reimbursement if paid directly to the school. Except for the scholarship amount in box 5, the 1098-T does not show the sources of the box 1 payments, only the total payments received.
That said, schools have been none to make mistakes. If you have doubt, ask the school.
