Where in the program do I enter materials and supplies that should go to line 38 of schedule C?

Enter in the Cost of Goods Sold section under your business. This is the section that flows to line 38 of the schedule C.

If you don't have inventory, then report the expenses under the Other Common Business Expenses section.
