The Wisconsin schedule SB is used to report differences between federal and Wisconsin income. This might include such things as taxable state tax refunds, U.S. bond interest and unemployment compensation.
Often, forms and tax regulations are not finalized until after the beginning of the year, so TurboTax must wait until things are finalized to make the program fully functional.
The IRS will not start accepting returns until 2/12 and until they do the state return cannot be efiled either ... so you have time to wait.
