Every year I’m getting an underpayment penalty and I don’t know how to find the reason, I work for UberEats, is it mandatory for UberEats drivers to file taxes every quarter? And am I getting the penalty because I don’t do that?

When you file your annual tax return, you pay the balance or get a refund. If you have overpayment/refund, you can consider applying that to next year's taxes.

Probably----you have self-employment income and the tax system is pay as you go--if you are not paying any estimated tax during the tax year, then at tax time in April, you owe self-employment tax and ordinary income tax.
