Can I file my 2023 tax return without including a 2210 form?

I only earned $3,780 on my 1099 NEC.  How do I determine if I'll have a penalty?  Can the IRS just figure out what I owe?

Any penalty will be on line 38.   Yes the IRS will figure it.   It's common for the IRS to send you a bill for more or even a refund if you have an amount on line 38.

You might be able to eliminate it or at least reduce it.  You can go to Federal Taxes tab or Personal tab, under Other Tax Situations and select Start by the Underpayment Penalties. You will answer a series of questions that may reduce or eliminate the penalty. Or you can elect to have the IRS figure the penalty for you.  It's form 2210.

It's under

Federal or Personal (for Home & Business Desktop)

there is a checkbox under line 9 not to file 2210. realize the IRS will likely bill you and as a minimum add interest for late payment that dates back to 4/15/2024 the date full payment of your taxes was due.
