In previous years (same software Home and Business) data from Schedule C and Schedule E appeared separately and no Schedule 1 was included in the final return. An IRS change or an error on our side?

The Schedule 1 is part of an IRS change (Tax Cuts and Jobs Act), but your income or loss should not be duplicated on Schedule 1. Line 12 (Sched C) and Line 17 (Sched E) are included in the amount on Line 22, which end up on Line 6 of the 1040. It sounds like you have the activity reported in both sections.
Click on the Business tab at the top and choose ''I'll choose what I work on''. See the image attached. If you have income and expenses from the same activity reported in both of these sections, you will need to remove one of the Schedules.
