TurboTax does not support the use of Form 965-A. You cannot use TurboTax to file your tax return if you have tax from Form 965-A.

It is true that TurboTax does not support Form 965-A but that should not preclude Line 9 of Schedule 2 from being manually filled in.  This is what I did last year without an issue.  My 2019 tax return had a 965 tax installment payment and Turbo Tax allowed that line (Schedule 3, Line 13 on the 2019 Form 1040) to populate.  So Turbo Tax removed functionality for the 2020 tax year that it previously enabled for 2019?  How can I escalate this concern?

Schedule 3 line 13 on the 2019 forms is for credits, not for Section 965 tax. Section 965 tax belongs on Schedule 2 line 9 for 2019, the same as for 2020. And 2019 TurboTax does not allow any entry on Schedule 2 line 9, the same as 2020 TurboTax. No functionality was removed.

If you put the tax amount from Form 965-A on Schedule 3 line 13 of your 2019 tax return, and nothing on Schedule 2 line 9, your 2019 tax return was wrong. You claimed a credit that you were not entitled to, and you did not pay the Section 965 tax.
