Can I download the NJ state product, purchase it, and install it manually?

I already tried the tool TTCleanStatesTool-2024.00.01.16. It successfully deletes any and all references to the NJ state download. However, when once again attempting to download the NJ state product, the infinite loop resumes and TurboTax Premier will not allow me to purchase and install the NJ product.
Conclusion: the TTCleanStatesTool does remove the reference. But it does NOT solve the problem. I still cannot download and install the NJ product.
Try disabling all anti-virus software (including modem) which may be blocking your transmission to/from the server that accepts Billing Info.

You can also Contact TurboTax Support. Choose 'Billing' as your phone option.
Already tried that action. Disabling anti-virus does not fix the problem.
Suspect the real problem is a defect in TurboTax Premier.
