It is available in TurboTax when asked about NYC taxes during the NY interview. It does have to be mailed because e-file is not supported.
You can print New York City Form NYC-1127, Form for Nonresident Employees of the City of New York Hired on or after January 4, 1973, but it can't be electronically filed.
Taxpayers file Form NYC-1127 if they work for the City of New York but live outside New York City and were hired on or after January 4, 1973.
To file NYC form 1127:
This form calculates the City Waiver liability, which is the amount due as if the filer was a resident of NYC

the credit and other taxes section does not appear under New YorK State
I can highlight for you how to get to the entry section for the NYC 1127 below.
Yes, please in the New York data entry area scroll down to the Credits and Other Taxes section of the entry screen and click on Credits and other taxes start or update.
Scroll down to the bottom of the screen where you can see the caption New York City and Metro Commuter Taxes and click on Start at NYC Nonresident Employees Tax (NYC-1127)
Answer the questions that follow and you will arrive at the print and mail screen. Please be advised that TurboTax does not include the NYC-1127 in the e-filing of your return. You can print and mail a copy of the NYC-1127, including the documentation NYC requires or you can log in to the NYC website to e-file with NYC. The NYC Department of Finance website, at least in appearance to me, does not seem all that intuitive so hence, my suggestion to file by mail.

I filled out the form NYC-1127 and have my stub printed out from my employer but now where do I send it to and how do I figure out what my return refund will be?
You can file the tax forms by mail. If there's a balance due, you can also send a payment by mail.
For all returns, except returns claiming a refund, mail the tax form with attachments to:
