Why is TurboTax filling out these details and asking to manually set them to blank? Is this a bug or feature limitation?
Issue with this is that this step is stuck in a loop. It asks me to remove the values then after removing it states that required values must be entered again. The whole section of step 38 has this issue if property tax value is added.
This seems to be a turbo tax software issue and I don't know if TurboTax is aware of this and can fix it in time! Can someone help?

I don't know what was done, I tried multiple times following instructions each time it asked to add value and then very next attempt to remove the value. I eventually called up support and when support connected to my screen to show them what the issue was, suddenly the issue resolved. I'm just concerned that the property tax section now does not have any values of the property block address details due to this issue.
In any case, I went ahead and accepted this as a solution.
As of 3/14/20 this problem is not fixed. Smart Check is reporting errors on NJ-1040 Ln 38 and Print for Filing says the return has errors. The NJ-1040 Line 38 PDF does show the correct property ID but it would be nice if the software did not complain about a problem that does not exist.
I found a workaround to the Smart Check error on NJ-1040 Ln 38. It is not possible as of 3/14/20 to correct the problem using Smart Check which asks that the line be blanked despite New Jersey law. You must go back to the original entry of block etc. in the state taxes portion and retype the entry that Turbo Tax copied from last year's return. Apparently Smart Check software does not understand automatic restoration of property information. The re-entered information gets past Smart Check so that e filing becomes possible.
I want to have the taxes filed correctly and NJ wants the Homeowner information for Property tax purposes in Question 38B. Like others, I find myself in the endless loop. I do not want to erase this information. I tried the workaround suggested above, but it does not work. Do I need to contact customer service?
StanNJ, How did you get to reenter the information before e-filing? I am just in this endless loop.
It's under State Taxes, click on edit with NJ. Click Update for Taxes and Credits and go through with the flow. I removed the values, clicked continue then clicked back and entered them again and this fixed the problem for me.
I am also going in endless loop, cant see a place to update this information.
