1099-NEC box 1 use service date or payment date

I am preparing 1099-NEC to send to non-employee contractors. I paid someone on Jan 3rd, 2022 for a service performed in Dec, 2021. Should this amount be included in Year 2021 1099-NEC box 1 or it should be counted for Year 2022?

Why was I overcharged this year?!!! I should have been charged 82-83.00 but instead was charged 123.00. I'm furious. I've contacted customer service and still no reply 🤬
