Most menus greyed out, can't find tax tool menu

To retrieve the Tax Tools menu, please follow these steps:

Log into your TurboTax account
Scroll to the bottom of page, click Add a State( you are not adding a state, this is just to get in the right menu)
Over to the left, you should see theTax Tools dropdown

Thanks, but I'm using the CD program, not online. Any suggestions?
